Glads isn't just going to sit there and let Surfer just blast him (although the blasts will do little). He's going to punch Surfer lights out.

Yes he is by far more powerful than Gladiator; there are several reason as well, he has knowledge of Gladiators physiology, he’d literally no sell him while hitching a ride on his power reserves. He can automatically poison him with energy that he knows will weaken him. He’d treat him like he has treated several other humanoid species. The PC is OP when used to disrupt the genetics of biological life forms.
