Interesting Q. Maybe it is a manner to display an aspect of kindness in the characters. Making them seem less macho and more compassionate trough adding feminine aspects. Cause Anime artists aren't real experts on displaying true emotions, so they apply some female characteristics to the males in their art, in order to gain more possibilities to make them display feelings besides 'uh, I'm mad and gonna chop ya head off'
It's harder to draw an emotional man compared to a emotional woman, especially in the Anime style. Mainly because women have more expressive faces. They steal those features and slap them on the male characters so they can make them more emotional and thus making lots of Anime dudes look like pansies.... eeeuh sweet guys.
