Hmm, what I think is that these female characters were introduced to invoke more varied emotions from the dark knight he interacts with these ladies in the stories, giving more depth to the character of batman, making more story lines and options possible. But that's just the storyteller in me talking.
And since the reason is funny, I'm guessing more in the direction of:
- one of the writers sisters was wining about the absence of a strong female character, and the comics having a far to high testosterone level (you know how girls can get) so they finally gave in and added some chicks with attitude and of course, a tender side
- one of the artists has a lifetime membership on some naughty magazine, and just couldn't resist molding both his interests in one drawing (of say catwoman), and the chiefs went wild and wanted the creation in the comic
- the crew got drunk one evening and started fantasising about the possibility that Bruce Wayne might be a cross-dresser on saturdays. Next up in mind was batman cross-dressing. One of em was sketching as the silly conversation went on, they found the drawing next day, went wild and voila; batgirl
