help me figure out this movie?

this might be really hard, I dont know the actors in it either... but.. its an older movie (as in 2000 and back) where a machine is chaising people... the machine has a skull on top of it, the skull is painted. I remember that there is somethign to do with stoping it by turning off or destroying a computer or something, and that the color scheme of the movie is orange and blue... and i think in the end it dies by missile launcher... any help would be extreamly appreciated.

it is not the terminator movies. they dont have painted skulls. im not sure what it is though.

It has to be 'Hardware', I can clearly remember the girl buying the robot-skull for an art project, painting it and welding all sorts of junk to it.
The robot awakens and uses all the junk to create a new body, to re-assume it's killing-spree
