I can just about guarantee that Constantine would find a way to negate Strange's magic. He's done many similar things in the past.
He's actually alot more powerful than people think. He's kind of like one of those King Arthur ideas... He pops up throughout history in different incarnations. He appears at the End of Time as the Jack of Fools [or a version of him, anyway], an embodiment of trickery.
He just doesn't like getting too far along in it.
He's lazy.
Does he have the potential? Most definitely. His 'Other Half', in a split time-line, ended up being the greatest Magus on the world.

If it isn't to do with magic, he usually says **** it and lets the Avengers deal with it.
Strange could teach him a few tidbits, he's gotta lotta experience in magic. JC could teach Strange not to look like a swedish gay porn star.

The next time he took out Galactus was in a FF issue by using a mental attack. Even Thanos or Prof X isn't capable of dealing out mental attacks to Galactus.
