Well, don`t orcs and the like stil worship the "Darkness"? I remember that Black Numenorians were taught the worship of Melkor from Sauron who corrupted the last king of Numenor, and some of them are still left in Harad and Umbar( if it is not the part of Gondor at this point in time). Even if Enemy doesn`t directly answer to Sauron, it is all his, or more properly Melkor`s legacy.
Are there any "sorcecers" known to serve Witch King by the way? It is always good to have more villians. Concerning Black Numenorians, I was always interested in them, but Tolkien didn`t describe them much, even Mouth of Sauron hardly did anything.
Tolkien doesn't even make it 100% clear how Black Numenoreans exist (having implied the only ones who got off Numenor were the good guys). There's a lot of scope for interpretation in an RP. ORcs vaguely worship darkness but they exist independant of it. They really are just seen for what they are- violent inhuman barbarians.
There are all kinds of rumours about servants of the Witch-King, but Magic is rarely seen anywhere. There's villains a-plenty, though. The old hands might remember the Chiorc.
I haven`t read Silmarillion for a while, but didn`t Numenor have colonies in Middle Earth in the south, Umbar being one of them? Corrupted descendants of Numenor wielded much influence in Harad and were a constant thread for Gondor, as I remember

Since there is no Tolkien EU info is a bit vague, but I thought that Black Numenoreans could make interesting counterpart to Orcs, as they seem to be much more civilized and decadent villains. They were supposed to be dabbling in dark arts, as the main reason Numenoreans were corrupted by Sauron was their fear of death. Few of them cheated death by becoming Nazgul, but we don`t know much about others.

THE ARCHERY CONTEST
And so, the first major event of the Tournament begins! Great crowds flock to the pavillions and stands erected out in the great fields to the West of the city. here is much noise, liaghter, merriment and mayhem as people gossip, buy stuff from peddling merchants, lay bets and generally have a good time.
Archery is great leveller, a popular event to kick off with. All you need for archery is a decent bow. To joust, one needs horse, lance and, often, armour which puts it beyond the majority of the population. But although a good bow is still quite thing to have, it's not out of the reach of the comman man. Here, the Huntsmen- or even Poacher- has as much chance of success as the Noble.
Six rounds of six it is! And by random draw, the first group is:
1. An Arthedain soldier
2. A Dunadan noble
3, 4 and 5 are all commoners
6. Menelacar of Belfalas!

For this opening event, every person on the Council is present, as is the Queen and the Princess. The King will give the signal for the first shot to be fired.

That is followed by a four, another three, a two and a five.
Menelacar, it is your shot... to put it all into context, the difficulty of just making sure you hit the target is fifty. Your score will then be equal to a d10 roll, -1 to that roll for every ten points you got past fifty.
Aim for the black and the difficulty is 100. For every five you miss that by, your score drifts by one; anything more than 10 out is a total miss.
Any thing past 100 on a Black shot will be used to break ties if need be. Most rounds it scores you zero regardless.
