Metal is a conductor of heat and electricity, wires are made form metal. There is NO way it would have him short circuit. And before you say its not the same as lightning, neither is what they shoot. If it was it would kill you almost instantly....did it kill Luke or ANi.....no. And before you mention power surges, they occur when to much energy is introduced into the capacitors and resistors that are designed for a much lower power rating. So the only reason he didnt do it into the OT was 1. he didnt need it, and 2. GL needed something new for the "ultimate bad guy" to distinguish him from Vader and his capabilities. There had to be something to keep Vader "in check". But thats off the subject sorta...but no he will not use it.
I agree with DS....its because GL came up with it for the emperor.

Although the fact DV doesn't have any limbs is an interesting approach. Maybe you need those fingertips to conduct static electricity. 🙂
