I think it is just some guy they had on staff. From the game footage he doesnt sound that great, maybe it will grow on me.

Yes Matthew Wood is the voice of the General. He record his dalogues in only one hour !

The dialogues are OK, Im sure i just need to see them in contex and they will grow on me. He has a cool Austro-Hungarian (yes, direct reference to WWI) accent which, ironically, reminds me of some WWI Austro-Hungarian militarism.
