We don't really have a knowledge of Jorus' fighting abilities. So, since Qui-gon was strong enough to be a council member, I say him.

well Jorus was probably a stronger version of his clone. I think that originals are stronger because they have less defects. Even Kamino who were the best, made clones of Jango that where significantly weaker.
