Who is Akuma

I've heard somewhere that Akuma is ken and ryu put together or somethin close to that. I want to know who is Akuma how did he come into the capcom world.

akuma is gouki and no he's not ken+ryu.. Im pretty sure he was ken and ryu's master's (who I believe was named Sheng Long) brother
