No, it really doesn't. The battle was halted by Parallax, who later asks Surfer for his power. What does that tell you?

Not really. Surfer was merely staggered by the Cyborg's full power. Surfer was in no danger whatsoever.

Parallax needed the Surfer's power, meaning that the power cosmic is, (in part,) comparable to his own.
