Pre-Suit Darth Vader is fearsome. Using the Shien/Djem So form of lightsaber combat, he used powerful, sweeping cuts in an attempt to completely overwhelm his opponent. His form did, however, almost completely forego defense in favor of this hyped up offensive philosophy. His powers with the Force were extraordinary: Vader matches Obi-Wan Kenobi, a powerful Jedi Master, with a Force push. Though he doesn't overwhelm Kenobi, he still keeps the Jedi Master from overwhelming him and at Anakin's point of training and his time spent as a Knight, that's pretty damn awesome.
Darth Maul's favored form of lightsaber combat is mostly unknown. The movies never clarify a fighter's style, but for the most part, it's pretty easy to see. Maul, however, is the only movie character to use a double-bladed lightsaber and thus when it comes to him, it's a bit harder to see. Based on his use of acrobatics, I'm going to say he's an Ataru fighter, which uses a lot of Force-assisted movement in order to overwhelm an opponent by sheer speed and mobility and get at vital points. Maul's ability with the Force is questionable; he never really does much. But we'll assume that since he is a Dark Lord, he's powerful enough.
Based on all this alone... I'm not sure who'd win, really. Dammit. It's known that Vader could use his Shien/Djem So form with a great degree of speed, so I'll assume that Vader (this is PRE-SUIT, mind) could probably match Maul's speedy form and return it with overwhelming power.
I'll say Vader wins, but it won't be easy.
If this is just Anakin before his turn, however, I'd say Maul wins.

Maul uses form VII

Anyway, form VII was an ancient Jedi form made thousands of years earlier. Vapaad is simply an extension of form VII. Also, Mace's apprentice mastered Vapaad. Depa mastered is, she just wasn't very good compared to Mace. Just to let you know, mastering something doesnt mean being the best with it, it just means you know all of the form.
