The boy wasn't drunk and he knew what was happening.

And he was screaming in terror. He wasn't laughing and screaming for the dog to bone him, and he even tried to crawl away.

Ozone and VY, it may've not been rape in the sense that it's not as serious as a woman getting raped by a man, but fact of the matter is the boy demonstrated signs of resistance against the dog and that was the point being made.
