Onslaught only used FR's powers when FR was inside him. When FR was removed he didn't use any of FR's powers. Fr's powers are not part of Onslaught.
Well Oslaught gained more power as "it adsorbed" more mutants, this is Onslaught his best(since it’s a forum, part of rule).
As you know Onslaught has changed from just Mag + X to much more.
Most people use his best form when we say Onslaught
