Well a lack of respect isn't really a valid reason to shock somebody.. although sometimes people may deserve it, cops are only supposed to use such measures when necessary.
Their reason for shocking her the second time was that she wasn't putting her hands behind her back. Just doesn't seem like a valid reason to shock someone..

the woman wouldn't get out of the car and was ignoring the request of the officer, she then apparently took a swing at the officer who was leaning in the passenger window at which point she got hit with the tazer.
She then wigged completely out (and probably was hoping to make a huge scene but that's just speculation) and ended off saying F'ing this and f'ing that.
Did the cop go overboard? Should he have wrestled her out of the car? Should he have stayed there all afternoon trying to coax her out of the car? How many cops have been shot at the roadside in the United States this year?
She was driving with a suspended license, which showed a lack of judgement. She was antagonistic to the cop which showed further lack of proper judgement skills, and she continued that behaviour, which shows that she would probably not choose to take the easy way out of the whole situation.
I don't fault the cop, maybe it was overboard, but you reduce an officer's options, it usually doesn't work out well for you in the end.
