That's exactly what it is. I first became aware of the word through science fiction in the early 1980s.
"Psychic" was becoming overused, loaded up with all kinds of New Age, feely-touchy, 1960s connotations. "Psionics," on the other hand--derived from psi, the neutral, catch-all term parapsychologists were using--was new and had that cool, futuristic tech sound to it.
As for what psionic/psychic abilities actually are: no one knows. Soviet scientists in the later half of the 20th century applied an electromagnetic theory (as, I believe, does Marvel comics), but this did not jive with Dr. Rhine's initial PK experiments at Duke University in the 1930s. Results suggested that factors such as distance, barriers, target shape and mass didn't matter (for example, electromagnetic energy follows the inverse-square-law effect; PK didn't seem to). The factors that did seem to matter were psychological: motivation, fatigue, etc. Basically, this suggested that psi transcended the known laws of physics.
When quantum mechanics became better understood, attempts were made to interpret psi this way, since there was a lot of phenomena in QM which apparently defied common laws of physics. This may still be the dominant trend, but I don't know how successful it's been.
Of course, I have my own theory of "psiconsciousness," which I've posted on other threads. It involves awareness of psi: the term physicists use for quantum wave-functions...but that's another story.

So in English you have absolutely no idea , but think it may have something to do with messing around with ether Electromagnetism or possibly defying the laws of physics.

As a result the government introduces the Superhero registration act. This entails that all heroes must register their identities addresses etc with the government and expect to receive jobs. Iron-man is all for it. Captain America is completely against it. Spidey is caught in the middle. Apparently it is hinted that one major marvel character will be greatly effected by this event and most peoples money is on spidey 😄
