Pretty much. It was intended to be a shared vocabulary to make discussion easier, and to give those new to comics a rough idea of what various characters' power levels are.
What it became was a nit-picky argument over who belonged in which tier. It was closed down once it was determined that that behavior couldn't be avoided by many.
A shame, really, because it was useful, if imperfect. But the names stuck.

It seems a silly idea and not very useful. As characters in comics vary so much from writer to writer and story arc to story arc.

1. Can the Silver Surfer turn invisible? (I know he can do intangible)
2. Can he change his shape? (I know he can shrink)
3. Can he turn matter into antimatter? (I know he can transmute elements)
I would think he could do any of these, but offhand I don't recall any instances of him actually doing so.

Only thing I can add is that I've seen him get cut into pieces and reform himself, but I can't think of any other examples that would assist with your questions.
