Physical appearance aside, Adam's melee didn't do shit to Spectre. Here's the entire scene, complete with context:
Mind you, Spectre went on to own Thunderbolt in the very same issue:
...So he clearly didn't lose any power to speak of.
Thank you, that scan was used on another section of this site and credited as "Black Adam punching through Spectre head...a universal abstract." and it just seemed to be a bit off and out of context.

I thought he could, he just chooses to use the board.
The board makes him faster

Has a full power Shuma Gorath ever fully manifested himself into the 616 universe if so how many times
Yes, once - in the distant past where he ruled a pre-human species. He was banished by Sise-Neg.

Superbly met an alternate version of himself some years earlier than that.
You sure about that Superboy bit? I don't recall any Superboy meeting alternates before 1961....
Anyway, Wonder Woman met an alternate version of herself way back in the early 50s. In the golden age. And a little before the famous "Flash #123" issue came out, she met younger alternate versions of herself. Although those younger counterparts weren't explicitly stated to be "alternate" throughout their appearances in comics (they appeared frequently for a while), it was much later confirmed that they were in fact alternate.

Why the hell can SS not fly without his board. He controls damn power cosmic. What a limiting bullshitter.
Originally posted by operator616At the time though, weren't those others just supposed to be the younger versions of herself? Sure they changed it later, but at the time it wasn't alternate universe versions.

Any for Marvel?

Yes, they weren't referred as alternate in that time; but as i mentioned in my post: That was merely the 2nd time WW met alternate versions; there was a first in the early 50s (WW #59). Only after that did she meet her younger counterparts (WW #122/124) who were later considered alternate.
So she was the first one to meet an alternate version in DC - that much is without a doubt; that story was unique. While other dimensions where seen in DC around that time period (in the golden age), alternate universes (as in, twin universes) weren't used at all, not until the silver age.
There was an early Avengers Annual in the 1960s which i remember to have featured a meeting between different versions of Pym and Wasp; though i don't recall them being specified as alternate only past (they were still two different versions of the same characters though, that's for sure). Most likely the earliest meeting which explicitly referred to meeting alternate selfs took down in FF #118 between different versions of Ben.

so do you think that is a true indicator of how powerful he really is ?
A true indicator of how he really powerful is within his own dimension. That's where he's most powerful, though he has suffered a loss.
and for the record, there are several times apart from Sise-Neg in which Shuma manifested on Earth. He didn't do much apart from repeatedly getting banished and sealed away. And there weren't any indications that he wasn't fully manifested.
