Nope , Ocelot always has his weapon locked , loaded and unholstered. In-fact he capitalized upon this in MGS2 using a draw/fire technique faster then a eyeblink (eye blinks are at 300 to 400 milliseconds)

Tk shield (like any Tk) involves using the mind , I've just explained how ocelot can shoot jean before she can do anything.

Yeah, but Scott's shots have also hit him and the three others before he can pull out his weapon. They do move with the speed of light, you see.

Plus there is the whole telekinetic shield thing.

OK, let's see. Ocelot killed 5 soldiers within second. It means that to fire once it takes him 1/5 of second. You really think that Cyclops fires his beam with the speed of thought? He concentrates on the target, thinks, then his visor opens. By the time Ocelot would shoot him for sure, and if you really don't think that frase "Wolverine will murder all of them" sound fanboish then I feel sorry for you.

Doubt it , while Cyclops may know the inherent spacial capability (Eg how to ricochet his shot's) it's still not a power but a skill . Skills depend on concentration , said concentration will be disrupted when his wife/lover/etc is killed and the bullet ricochets into the back of his head.
