Was General Grievous a Sith?

Since Count Dooku trained him in the Jedi arts, is he considered a Sith or just a weapon to kill the the Jedi.

I thought only Jedi and Sith are allowed to use lightsabers.

He was trained to duel with sabers, but couldn't use the Force.

Allowed? who is going to disallow someone from using a weapon. that makes no sense.

first off, sith are force users, GG is not

second, there can only be 2 sith at a time. making it impossible GG to be a sith.
