Well being a girl myself, I know you've probably already received your advice, but playing with your hair can mean a few things.
It could mean that you really are...just playing with your hair
It could mean you're bored
Or you're talking to person(s) you like.
Sometimes I do it unintentionally..Ill do it when im talking to my fiance's parents. That and EVERYONE ELSE plays with my hair cause they think its so beautiful. lol.

make a move!...but be sure not to be too forward because that can scare a girl off...fast...start slow...tease her a bit...smile at her when she looks over...then eventually just start talking to her...but don't be a perv! and no cheesy pick up lines! lol...seriously!...so yea, try that out and see how it goes...
