Because Scarecrow was dumping his toxin into the water. Ra's people stole what they needed to have that toxin be put into the air. 1+1=2

Impossible, the Joker hadn't even been dumped into the vat of toxic waste yet so in retrospect he wasn't necessarily the Joker yet.

Scarecrow was working for Ra's bottom line, nothing more nothing less.

"henri ducard" mentions in the movie the little blue flower was sent to gotham to crane so he could make/synthesize his toxin. clearly it was ras (or whatever his name is).

Ummmmm Ra's said in the movie that Crane was working for him.

Seriously you'd have to be deaf or stupid to have missed that.
