What comics and issue #'s did that happen. Who made the machines? Can you give that information as well?
Quasar has been drained as well, so youre not saying much. And just because Quasar can drain someone doesnt mean it would be effective. Example Silver Surfer.

Stop time, how do you know it will work on Quasar who just absorb energy.

Who made the machine? Where did it come from?
It takes Hal a nanosecond to stop time. Quasar cant drain energy instantly. It takes him time.
How do i know it would work on Quasar? Just because it worked on humans? Hal stopping time went for everyone. Time was stopped. How can Quasar stop something like that?

Hal is on them Ground because he thinks hes going to die, so he stops time to look for another person the bear the ring in his place.
The time stop didnt last a nano-second. To everyone on the Earth, it would seems like so. But to him it was much longer as shown. Just before dying(supposedly) he instantly stoped time then teleported candidates in.
If Hal could stop time, he would have done it to Sinestro and all the other villians? What would he then do? Kill Sinestro and everyone? GL's dont kill their enemies.
