Correct me if I'm wrong, but UCA's powers are 2ton strenght, semi-super speed, edurance and durability, right?

Cap get's his shield and Slade gets one uzi and his promethium(DC's adamantium) sword.

I concur.

Seeing as Slade is still superior in every aspect I give him 9/10.

These guy's are pretty similar . Both are Super soldiers created in the name of their country for a war .
