Not every spell needs a wand. And I got that spell off of a movie where they performed it without a wand. They didn't even have wands at all. They just chanted and waved their hands.
So as you see, not every spell requires a wand.
Just like you recognized the whole "Azarath Metrion Zinthos" thing. Raven doesn't use a wand for any of the things she does.
