There are tutorials all around to learn how to make signatures.

someone said on a different forum said you can download it but i dont know wether they was lying or not is that true can people really download it and how much does it cost and is any version i should really get?

You can download it, but that's illegal.

Paint Shop Pro...I believe you can pick up an older copy for $100.

Hey hot ya know you could have kept your sig at its original size and kept most of the quality. Here it is at its original size but at 29 kb.

I think it looks even better than the small one you posted in the contest.
