Who is the most dangerous to the enemy, a bloodlusted Wolverine, or IronMan who refuses to kill or even maim?
Who uses their power to their full? The guy in the suit, or the guy who's had those powers for a hundred years and knows the in-and-outs of his abilities?
It's not all about power, it's about personality and character as well, such as heart and determination.
It's also what you are capable and willing to do with the power you have, the Watcher has the power to destroy the Earth, but will not act, so jubilee would outrank the Watcher.

Thats a weak justification for an utterly stupid and badly concived ranking.Im sorry i look at that list and i see no way shape or form that Spiderman CapA and Mystique rank equally to the Thing and War Machine[WMs missles and laser>CapAs or spideys heart and resliance anyday].This is just another prime examplle of how half-assed Marvel does pretty much everything nowadays
