How is it racist? It's true. Japanese people are almost always much smaller than the most people. The average japanese person is around 5'3".

Japanese people were portrayed in popular American media at the time as tiny little mongrels. It is a racist statement, but it's a microcosm of U.S. sentiment at the time.

Namor appears larger than life on all of the covers to show how badass he is. It has nothing to do with his powers, it's just hyping up the action.
