Deathstroke's precog allowed him to see exactly where Flash would run. Flash controls his body as well as a normal human. He just goes a lot faster (everything's relative). If you were running full tilt and a sword popped out in front of you, you'd probly get hit.

Actually Dizzle, DS set Flash up to run around him. He knew Flash was going to run around due to the explosives going off all around him except for the rear.
