Shuma Gorath merged with his own universe. He was a sorcerror supreme of his universe until he did what he did. Shuma Gorath > Mephisto. Mephisto = Hell lord = Hela = Seth.

And we all know how hard magic is on Galactus. It's possible for Galactus to beat Shuma, but not through power, he'd have to do it with cunning and macigal know-how.
