He is Marvel's highest being no one is above him basically the presence is the sme in DC. Spectre gets powerd by him if the presence wants him to beat someone God gives him the power to do so.

The One Above All is a Celestial, which means he isn't Marvel's highest being. That would be Eternity.

No, their are two beings in Marvel with the TOAA name. The Celestial, and The One Above All. Eternity is jack compared to him, LT, and the Heart Of The Universe.
