I'm sure what Hitsugaya is about to do is going to be his be all end all attack. The shinigami aren't very stupid, I'm sure they all have a last ditch attack to be used in desperate situations.

That doesn't really have anything to do with whether or not they're sutpid, but rather the fact that it's a Shonen manga. A character could be unable to tie his own shoes and he would still have a final ultra blast wave energy attack.

Ain't no way it's that easy. We don't even know what Halibel was waiting for. I think Hitsu just screwed himself over.

She was probably waiting for enough water to use in an attack against not just Hitsu, but probably against Yama too.
