Naturally, Strange is simple high order Psi, but when he has his eye on, everyone, no matter their power, as long as they are beow Agammoto, must sumbit to Strange's mental probes and attacks..

When Strange whips the eye out, he basically has the same mental prowess as Agammoto....Agamatto> most all psis.

Even Galactus had to submit to a mind attack by Strange.

Hell, Strange beat moon dragon (I think she had the gem) without his Eye.

Emma Frost wins

strange isnt nearly as powerful as onslaught or psilord though, he could probably stalemate shaman nate.
