Assuming Juggernaut's forcefield doesn't stop the martian's intangibility then I'd say the Martian Manhunter easily gets off the helmet and screws up Juggernauts mind.
Even if the forcefield prevented intangibility, I'd still give it to our martian. He can hold up Superman strength level and durability long enough to force the helmet off.
