Enhanced Abilities: Black Zero has superhuman strength, endurance and agility.

Body Armour: Black Zero has some resistance to physical and energy attacks.

Heat Vision: Black Zero can emit heat rays from his eyes.

Flight: Black Zero is able to fly at speeds exceeding the speed of sound.

Tactile Telekinesis: Black Zero has developed his Tactile Telekinesis so that he is able to literally freeze a person to the ground.

Hyper Bullets: Black Zero can fire a bullet which instantly transports his victim, unharmed unto a stasis pod in his fortress.

Capt Britain

Enhanced Abilities: Captain Britain possesses enhanced strength, agility and endurance.

Force Field: Captain Britain’s costume projects a personal force field with high resistance to most forms of attack. Early in his career, he was able to project his force field outward and manipulate it, like an extended pair of hands, but later presumably lost this ability.

Flight: Captain Britain can fly at super sonic speeds.

From what I remember Black Zero was pretty powerful. He was an evil adult version of superboy who captured superboys from different timelines.

Captain Britain can lift(press) 90 lbs

Regular Superboy is well above that already. Black zero should much much higher since he has matured and mastered his powers.

This still is a hard one to call.
