Question If juggernaut was destracted

Could some one like The Manhunter of Shadow Cat go intangible and steal the Cyttorak gem?

To do that, they would have to go tangible...

Going tangible inside Juggernaut = Not good thing.

Maybe Vision could do it. I'm not sure can the gem be stolen anyway, though...
