He was supposed to be, but it failed so GL went back to the old and trusted R2 and C3PO. Those had worked already and would again, it was a sure deal. Its not that I liked Jar Jar, but I didn't mind him either, and at least it was different from those two we already knew, of course i'm glad he's gone because he just made the entire mood seem less dark.
