Okay, say if Wonder Man and Thor had a contest just to decide who is the Avengers 2nd best Brawler, cuz i consider the first to be Hercules. So Thor is not allowed to use Mjolnir, and this is the ionic version of Wonder Man. So who wins?

Thor wins. Wonder Man is the next big thing after Hercules/Thor, strenghtwise at the avengers, but he is not an equal or stronger. He is below them. Slighty at best.
