I call it brewing the tea, adding water and sugar to a pitcher, then mixing it together. Calling that a recipe is splitting hairs.

Meh, maybe it's just me, but I always call any series of ingredients coming together in a certain series of steps a recipe. But then again I'm a weirdo. So ignore me.
