Well, in my opinion, your logic here's rather silly. They couldn't have done any other way than cgi and have it look right. You're right though, the movie wasn't good, but the cgi definitely was, at least.
And Spidey stopping the train was more inpressive. Hulk threw a tank, so what? He's the Hulk, he's suppose to do that. Spider-Man, on the other hand, shredded his body trying to stop a speeding train. I don't know how heavy it was, but add that and the speed it was moving, and that's no easy feat, even for Spidey.

Spider-Man's deed was more impressive.

Tough call. Overall, Spiderman was the better movie, and watchin him swing around NY was very very cool. Hulk movie? Coulda been better, but those battle scenes were also very very cool. Since I am inclined toward the more powerful types, my vote goes for Hulk vs military. But again, this is a very very tough call. Hmm. Kinda like this: Spiderman swinging was awe-inspiring; Hulk fighting tanks and copters and jets was just plain awesome.
Spider-Man.
I'm biased (I like Spider-Man more than Hulk anyway). Even then I think Spider-Man is better and more faithful to the comics, even despite the odd change.
Hulk just took too long to get going. The pacing was a little off. I'm all for plot, (I loved Batman Begins more than any comic film so far and that was a slow burner too) but damn Hulk took a while to get going. And, to be honest, I went to see lots of HULK SMASH. It was nice seeing Bruce being all sweet and defiant, and Betty looking all sympathetic and lovely, but COME ON! GET WITH THE SMASHY!
Hulk didn't even have a gamma bomb. WHY?

Bruce Banner in the Hulk-movie was the most boring guy ever seen on the screen. I really really really don't know why somebody fell in love with him, he was sooooooo boring.Oh yeah, the movie was not that bad, but nowhere as good as Spider-Man.
Spiderman wasn't all action, but his story is simply MUCH better.
