Quicksilver sends the information much quicker to his legs and his muscles are developed enough to allow him to keep up. In Hulks case his muscles are much more than necessary to maintain such speeds but his body does not respond that quickly and he cannot keep sending the signal to run to his legs as quickly. If you take away his jumping then he loses IMO.
Because he doesn't have the cognitive abilities to withstand such speeds.

The Hulk can't run that fast, because he would sink into the ground due to his weight, and the torque that he'd exhibit in his strides. This is exactly why he has to jump. I'd also assume that guys weighing as much as Thor and up would have similar problems. As for him taking off as fast as Pietro? Physically the Hulk's muscular twitch fibers should be far superior to Quicksilver's, and he should therefore achieve far higher initial burst speeds, due to the enormous strength difference. If we could assume that they were running on an indestructible super highway, I wouldn't, or better yet couldn't see why the Hulk wouldn't beat Quicksilver in this cross country race by at least 12 hours.
