I think the capes are just a symbol of power, they dont really serve a purpose exceppt for getting in the way when you fight. I like them though, some characters look very cool with them. I cant imagine Supes, Thor, Glads, etcc.... without capes.

Thanos in his mini, 6-12, and in the Annihilation saga (although his classic is still cool).
Black Adam.
Silver Surfer (although it's not really a costume...).
Galactus.
Dr Doom.
Rune King Thor (greatest hero costume ever).

I think that Spectre's cape has a purpose... it keeps him from looking like a pasty guy wearing a green loincloth or undie.

I think capes look cool in comics, but in real life they would get in the way it seems. In comics I just think there's something cool about a cape flowing in the wind.
I do think that if you're going to wear a cape you have to be able to fly though with Batman and Spawn being the exceptions.
