That is an Up-Armored HMMWV.

I hate this place.

I just ate some "Dave's Insane-o Hot Sauce" and am dying. That's my friend Green. Sometimes, if we deadline (Render inoperable) enough HMMWVs they let us drive Pajeros (An arabic Mitsubishi SUV, they have 4WD and are fun as shit to go dune hopping in).

Needless to say, there are a lot of deadlined HMMWVs.
