I too have found many instances of him plummeting w/o his board. Only once can I remember him flying w/o it by firing cosmic blasts from his hands to propel himself (and all it takes is one exception to question the rule). But this is beside the point.
The thing is this: he can do so many things, command all kinds of power. He has levitated pyramids with "degravity thrusts;" when Dr Doom had his power, Doom was able to levitate w/o the board. It just doesn't make "sense" that one so capable should be incapable of simply hoisting himself aloft w/o an aid.
My second theory--that Galactus made SS this way to keep him from getting too powerful--is an attempt to find a reason within the bounds of comic logic, so to speak. But I suspect the real reason is this...
If the Silver Surfer flew without his board, then he wouldnt be the Silver Surfer. I suppose Kirby coulda called him the Silver Soarer, but then, he wouldnt be as unique a character as he is.
It's like why the Hulk never loses his pants: one can come up with all kinds of comic logic, but the bottom line is, he keeps his pants so kids can read the comic.
