Rugal's not ALL Cybernetic, only his right eye and hand. (The eye he lost in a battle with Goenitz before he received his fraction of the Orochi power, and the hand he lost as the end result of KOF 94)

Adel may have inherited Rugal's Orochi power, but I'm ot positive of that...

hmm.. based on the animations.. adelheid seems very inexperienced.. I think rugal takes this one.. he's much more solid and precise
