Magneto wins. Magneto doesn't control minds like Charles. He can control the radiation in Hulk's blood. He can throw him off to space. Hulk is not breaking his shields either, so how is Hulk going to get to him?
Even then Mags is faster and can fly, throw up shields, and keep doing the same thing. He could toss tons, and tons of metal at him.

Or do you think that Mags can only control metal?

In a fist fight yes but all out battle since Silver Surfer is faster has the power cosmic matter manipulation and energy absorbtion I don't think he would lose to Hulk but it would be a tough battle since Hulk took a disentgrater beam from a more powerful character and beat Onslaught and Galaxy Master and other who are pretty powerful...
