Al appeared in a tree looking at Kenta from a distance. Hm i see he's training hard. I better get back to mine. He said and disappeared he instantly began to do push-ups. "Fourty-Eight, Fourty-Nine." Al said and began to do it as fast as he could before he knew it he was at two hundred and fifty-six. He then jumped up and turned over and began to do sit-ups he could feel the uncomfortable burn in his stomach. He liked the feel of it but at the same time hated it. The burn just incouraged him to do even more and don't stop until he forms a cramp so bad he can barely move.

Kazuma is the emissary from from Rain who came to Konoha to have a peace treaty signed. Tsunade probably met him before and thus trust him.
Nachi is a whole difference case. Seeing as he's a nukenin, he really should be imprisioned at this point in time, but Tsunade was overruled by the Council (specifically Danzo) as it decides the fate of those who have been charged and as Nachi was formerly a Konoha ninja who (in Tsunade's words) "is one of only a few remaining members of his clan" the council desires that he stay alive so that his clan bloodline (though they don't know what it is) survives.
I'll reveal more about why Nachi was allowed to join the mission as soon as I get a reply to my post.)
