If Ulic had no force connection when he was killed, how did he teach Anakin as a spirit?

Ulic apparently died redeemed and appeared before Nomi as a Force ghost, if I recall correctly.

But his force connection was cut off. Did Nomi un-remove it?

I don't remember the specifics. I don't have the comics really.
