Well, the official word from the Luca$Film Spin Department is that Palpatine didn't plan any of that. The clones were, in fact, discovered earlier than intended and Jango's objective truly was to take out Padmé, not lure the Jedi to Kamino and then Geonosis.
Everything that happened in AOTC was merely the consequence of a long string of incredible coincidences and astonishing imbecility. Or, if you prefer, you can use that trusty "Will of the Force" plot band aid. Also amusing is that Jango apparently abhors assassinations, hence his hiring of Zam Wessel to do his job. That does, of course, beg the question as to why he took the mission in the first place. Ahh, AOTC. What a spectacular mess of a movie. A million monkeys typing at a million typewriters for a millions years couldn't come up with such a ludicrous and incoherent "plot."
