It wasn't fan voted. But DC wouldn't agree to the fight if Superman didn't emerge with a (narrowly-scored)victory. The trade-off was Superman discovering how much power Thor has with his hammer, but not being worthy to lift it.

I even directly talked with him about it. Company politics didn't dictate who would win that match up. He simply feels that Superman is > Thor.

It was his story, and he had Batman & Captain America fighting to a standstill, then teaming up. If Busiek did believe that, he softened it up by having Supes nearly out of juice after the punch-up, and later say he beat Thor "just barely..."
But I guess it's all personal opinion, with characters at power levels that high. Dan Jurgens worked extensively on both characters for years, and said he considers Thor to be more powerful, overall.
But, this is Superman's thread, so I won't nitpick further.

No, you're hopelessly grasping for reasons to ignore a fight that you do not like.
As was mentioned; the fight was no result of inter-company politics. If anything, the writer gave Thor more than his due credit. 😉.

Actually, it's the other way around with Jurgens. I've seen him say Superman is > Thor many times.
